DEQ Rule Advisory Committee Meeting on Umpqua River Basin Water Quality Management Plan

DEQ to hold first Rule Advisory Committee Meeting on Umpqua River Basin Water Quality Management Plan on Feb. 18, 2026

This rulemaking updates the Water Quality Management Plan to implement the Umpqua River Basin Temperature Total Maximum Daily Load replacement. The US  Environmental Protection Agency, with support from DEQ, developed the TMDL to meet a court order requiring replacement of earlier temperature TMDLs. The replacements were necessary because of changes to Oregon’s water quality standard. EPA issued the revised Umpqua River Basin TMDL for Temperature on June 27, 2025.

DEQ has convened an advisory committee to review the policy issues and fiscal impacts related to the proposed rules. In convening this committee, DEQ has appointed members from organizations that represent and coordinate the interests of multiple communities likely to be affected by the rule. This meeting is open to the public. Community members may attend committee meetings as observers but not to actively participate. The committee may designate time on the agenda to hear comments from the public as time allows. Later in this rulemaking proceeding DEQ will invite public comments on the proposed rules and will hold a public hearing. At that time any member of the public may submit comments on the rule or participate in the public hearing.
